Summary of Objective:

Manage a 24/7/365 quality-oriented organization meeting all cGMP, FDA, MHRA, OSHA, and FM-Global standards, striving to continuously adapt and improve in all these areas to provide a world-class level of service in the global pharmaceutical market. Responsible for quality of processes, materials, and systems including safety, HVAC, refrigeration, ventilation, lighting, compressed air, chilled water waste, and emergency power generation at the Rockford, IL sites. Duties also include preparing budgets and reports to senior management establishing and maintaining facility standards and design specifications, coordinating facility construction, analyzing infrastructure deficiencies, executing preventative maintenance plans, and ensuring facilities and system design comply with regulations.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The essential duties and responsibilities include the following but other duties may be assigned.

Oversee the Facilities Engineering staff to ensure that the facilities and systems are maintained to meet or exceed OSHA regulations and local codes, cGMP, and at a level to ensure that production is not interrupted due to facility equipment or systems failure while driving quality and compliance initiatives.

Facilities Engineering Manager knowledge and skills:

  • Oversight of capital project management.
  • Establishing project timelines to ensure project performance aligns with production and construction schedules.
  • Continuous improvement.
  • Proficiency in AutoCAD and/or other relevant software.
  • Building system telemetry monitoring.
  • Preventative maintenance management system.
  • Manage outside contractors and vendors involved with electrical, HVAC, gas, mechanical/pneumatic/fire system construction and maintenance.
  • Safety regulations and standards.

Preventative maintenance and repair of:

  • Compressed air equipment and systems.
  • Electrical systems and equipment.
  • Plumbing systems and equipment.
  • HVAC and refrigeration systems and equipment.
  • Facility chiller systems and equipment.
  • Fire prevention systems and equipment.
  • Laboratory compressed gas systems.

Manage outside vendors involved with electrical, HVAC, gas, mechanical/pneumatic/fire system renovations.

Assist the Executive Director of Engineering in maintaining Facilities Engineering budgets and cost controls.

Management of existing and creation of new Standard Operating Procedures (SOPs) and work instructions.

Develop work instructions and forms as appropriate and necessary to impart process improvements.

Maintain and report monthly, quarterly, and annual metrics for Facilities Engineering Work Orders and PMs.

Participate in regulatory, internal, and customer audits of Facility related systems.

Initiate, assess, and facilitate change control for maintenance, construction, and improvement projects related to facilities and utility systems.

Facilitate changes and manage improvements for existing utilities and systems.

Manage the pest control program.

Maintain facility drawings.

This position manages one (1) subordinate Supervisor who may oversee approximately twenty (20) employees in the Facilities Engineering and contract custodial staff.

Under the organization's policies and applicable laws perform tasks including but not limited to:

  • Safety/OSHA regulations.
  • Conducting interviews and hiring.
  • Employee training and coaching.
  • Scheduling and directing work assignments.
  • Appraisals of work performance.
  • Rewarding and disciplining employees.
  • Addressing employee complaints.

This position requires overtime and weekend work.

Knowledge of and adherence to all PCI, cGMP, and GCP policies, procedures, and rules.

Attendance at work is an essential function of this position.

Perform other duties as assigned by Executive Director of Engineering and Facilities Engineering Senior Manager.

Required:

  • Bachelor's Degree in a related field and/or 10+ years related experience and/or training.
  • College Level Mathematical Skills
  • Advanced Computer Skills: Ability to perform the most complex computer tasks and operate various computer programs.
  • Full Professional Proficiency: Ability to speak, read, and write fluently and accurately on all levels pertinent to professional needs.
  • Highest Reasoning Ability: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems and deal with nonverbal symbolism in its most difficult phases while dealing with concrete/abstract variables.
