POSITION SUMMARY
William Charles Construction is looking for a Senior Estimator / Program Manager. The duties of this position includes complete oversight and responsibility for cost preparation and proposal submittals for both public and private sector work. This position would be tasked with managing and leading a team of estimators, takeoff personnel and support staff on large opportunities as well as coordination and reporting with Management and Executives. Positions are available in our Benicia CA, Scottsdale AZ, Rockford IL, and Indianapolis IN office locations.


Responsibilities
    Review, analyze and interpret contract documents for complete understanding of the work and owner deliverables to provide accurate, detailed cost estimates.
  • Review opportunity pursuits and develop preliminary budget estimate and itemized summary for go/no-go evaluation.
  • Participate in preconstruction efforts for design build or other alternative delivery projects.
  • Coordinate with Operations and solicit field input for each discipline throughout the estimate.
  • Organize site inspections for bore holes, test pits, survey measurements or other fact finding efforts
  • Prepare and lead weekly progress and proposal review meetings
  • Work closely with Diversity Department to ensure compliance for all goals and requirements.
  • Identify critical issues and develop risk exposure summary with associated cost impacts
  • Provide creative and innovative thinking to analyze and develop strategy and value engineering solutions.
  • Effective communication and interaction with clients, engineers, subcontractors and suppliers
  • Review quantity takeoff comparisons to provide evaluation for accuracy and acceptance
  • Perform as lead and manage project team estimators and support staff when required.
  • Work with scheduling staff and Operations to develop accurate and precise bid schedules
  • Present complete and accurate estimates to Executive Management for review and to ensure confidence in decision making.
  • Perform all final bid close functions as required.
  • Working in team-oriented environment and training/mentoring others
  • Company representation at pre-bids and site visits
  • For awarded projects, communicate all estimate information to Operations Team to ensure thorough understanding of all assumptions, scope, risk, and strategies.
  • Remain engaged with project and Operations Team throughout life of awarded projects.
  • Develop business relationships within the regional marketplace.



Qualifications
  • Large scale DOT and Municipal hard bids as well as private market pursuits including alternative delivery methods such as Design Build, CMAR and P3. Experience with Caltrans projects is not specifically required but would be a plus
  • Bachelor's Degree in Civil/Structural Engineering or Construction Management and related field experience
  • Minimum 10 years of experience in heavy civil construction estimating
  • Extensive experience in earth moving and/or structural concrete/bridge construction is preferred
  • A combination of education and work experience will be considered in lieu of a degree

REQUIREMENTS

  • Highly knowledgeable in civil crew assemblies and production capabilities with emphasis on earth moving and/or structural concrete/bridge scopes. Knowledge of concrete paving and underground utilities would be considered a plus
  • Precise attention to details and exceptionally organized
  • Highly motivated self-starter
  • Must be capable managing time for self and for management of others and ability to prioritize and schedule efficiently
  • Due to our Nationwide footprint, many meetings and reviews would be conducted via teleconference depending on the assigned teams for any given pursuit.
  • Limited travel will be required for pre-bids, site walks, owner meetings, home office, etc.
  • Thrive in fast-paced environment with ability to deliver under deadlines
  • Proficient in Bid2Win or similar estimating software and exceptional Microsoft Office skills; Primavera P6, Bluebeam, AgTek and AutoCad experience is a plus
  • Excellent analytical and mathematical skills
