Purpose:

Responsible for analyzing data and calculating and posting accounting entries for the Mortgage Partnership Finance (MPF) portfolio. Responsible for preparing and reviewing financial reports for inclusion in the Bank's regulatory reporting (e.g., the Bank's 10K/10Q and regulatory agencies).

Major Accountabilities:

Accounting for the MPF portfolio:

  • Reconcile and review the daily MPF loan accounting transactions from FHLB Chicago. Monitor and review loan commitments and funding transactions. Perform reasonability checks and reconciliations to ensure accuracy.

  • Prepare wire drawdowns for off balance sheet MPF products, as necessary.

  • On Monthly Remittance Day, reconcile principal and interest payments and credit enhancement fees. Reconcile and facilitate the transfer of funds for principal and interest payments to FHLB Chicago for their ownership percent of certain MPF loans.

  • Prepare journal entries for various income and expenses related to the MPF Program, including month end journal entries to record nonperforming loans, loan loss reserves, charge offs and real-estate owned accounting.

  • For month end, run the MPF FAS91/149 application to record the monthly amortization of the premium/ discounts.

  • Perform monthly General Ledger certification and research and resolve discrepancies.

Primarily related to the MPF portfolio, prepare the Bank's monthly, quarterly, and year-end regulatory financial reports with supporting documentation. Ensure that the reports are accurate, timely, and complies with internal and external reporting requirements.

Evaluate the MPF accounting process in order to streamline the process to gain better efficiency, while maintaining effective controls. Present the recommendations to management and to SOX and then implement the new processes (update SOX control flowcharts, update procedures, and cross-train other members of PAA on the new processes).

On a quarterly basis, apply approved market assumptions from the Capital Markets Department to CoreLogic Risk Model and Intex, and run those applications to generate the Base and Adverse cashflows for private-label MBS deals for all FHLBanks.

Assist in the future selection and migration to a new cash flow system for the calculation of credit losses for private-label MBS deals.

Prepare Letter of Credit FIN45 journal entry to record the present value of future fees.

As necessary, design and develop new reports using Crystal Reports and Oracle SQL Developer to enhance existing reports to reflect changes in policy, to incorporate new requirements, or to improve efficiencies. Complete necessary testing and remediation for any new or updated reports.

Analyze and provide feedback on operational impacts, reporting impacts, and/or system impacts related to policy changes and new products as needed. Identify opportunities to streamline, automate, or improve efficiencies within department processes.

Update procedures and internal controls documentation on a timely basis.

Assist with audit requests and compliance reviews. Provide ad hoc reporting as needed.

Cross-train within the department to provide backup coverage as needed.

Skills/Knowledge:

  • Bachelor's degree in Accounting, Finance, or a related field, or equivalent work experience is required.
  • Minimum of five-year's experience in accounting/portfolio accounting, including financial reporting preparation, is preferred. Direct work experience with mortgage securities accounting is preferred.
  • Proven analytical and problem-solving skills, including experience with variance analysis, reconciliation, and complex data projects required. Ability to analyze, apply, interpret, and communicate policies, procedures, and regulations effectively highly desired.
  • Two years of direct experience with database logic. Ability to mine an existing database and use financial and accounting concepts to prepare financial analysis, calculations, and reports as the basis of accounting entries and for informational purposes highly desired. Proficiency with MS Access is required.
  • Advanced MS Excel skills (e.g., pivot tables, vlookup, NPV, IRR, etc.) is required.
  • Working knowledge of Oracle SQL Developer, Crystal Reports, and Business Objects is preferred.
  • Proficiency with other software programs, such as portfolio accounting software and various accounting and financial applications is helpful.
  • Strong interpersonal, organization, and work prioritization skills.
  • Ability to communicate effectively with internal and external customers, both in a written form and verbally.
